Harmonising Governance and Agility: The AI-Powered Future of Project Portfolio Management

Reflections from the 34th IPMA World Congress, Berlin 2025

The project management profession stands at a pivotal crossroads. As organisations navigate increasingly complex landscapes marked by rapid technological change, geopolitical uncertainty, and mounting sustainability pressures, the question is no longer whether to transform Project Portfolio Management (PPM) – but how to do it effectively.

At the 34th IPMA World Congress in Berlin, I had the privilege of exploring this transformation with fellow practitioners from across the globe, sharing insights on how artificial intelligence, lean principles, and strategic alignment are reshaping the way we manage portfolios in large organisations. 

The Persistent Challenges We Face

Despite decades of maturity in project management practices, many organisations continue to struggle with fundamental PPM challenges. Research from PMI reveals that 35% of organisations lack strong alignment between their initiatives and strategic objectives. Meanwhile, 65% of executives cite poor resource allocation as a primary reason for project failures.

The root causes are familiar to many of us: overloaded project pipelines that dilute focus, bureaucratic PMO structures that slow decision-making, and a persistent reliance on intuition rather than data-driven insights. Perhaps most critically, PMOs often find themselves caught in a governance-versus-agility dilemma – trying to maintain control while enabling the speed and flexibility that modern business demands.

AI: From Hype to Reality in Portfolio Management

The integration of artificial intelligence into PPM is no longer theoretical. According to PMI’s research, 82% of senior leaders expect AI to have significant impact on projects, while 91% believe it will fundamentally transform the profession. Yet only 21% of organisations currently leverage AI effectively in their project work.

This gap represents both a challenge and an opportunity. Early adopters are already using AI for automated reporting, predictive analytics, and dynamic resource allocation. What once required days of manual consolidation now happens in seconds, freeing portfolio leaders to focus on strategic insights rather than administrative tasks.

The transformation goes deeper than efficiency gains. AI enables PMOs to identify risks before they materialise, predict schedule delays weeks in advance, and simulate portfolio scenarios to support evidence-based decision-making. The shift from intuition-based to data-driven decisions represents a fundamental change in how portfolio governance operates.

Real-world transformation: Lessons from industry leaders

Global organisations are demonstrating what’s possible when governance and agility are harmonised through technology. By integrating industrial AI with lean PMO principles, leading companies have achieved remarkable results: 30% reductions in project failure rates, time-to-decision compressed from weeks to days, and R&D budget alignment with strategy jumping from 55% to over 80%.

The transformation rests on four pillars:

1. AI-enhanced decision support systems that integrate real-time operational, financial, and R&D data

2. Dynamic portfolio prioritisation that responds continuously to market shifts, supply chain constraints, and geopolitical risks

3. Lean PMO implementation that shifts focus from compliance enforcement to strategic enablement

4. Digital twin simulations that allow leaders to visualise portfolio outcomes before committing capital

The key insight? These organisations didn’t just implement new technology – they fundamentally reimagined the PMO’s role, evolving from project controllers to strategic advisors empowered by AI insights.

Connecting Portfolio Decisions to Sustainable Impact

As portfolio leaders, our decisions carry weight beyond immediate business outcomes. The United Nations’ Sustainable Development Goal 9 – focused on industry, innovation, and infrastructure – provides a framework for ensuring our portfolios deliver long-term societal value.

PPM serves as the mechanism through which resilient infrastructure, innovation-driven growth, and sustainable industrialisation are realised. By embedding sustainability criteria directly into business case evaluations, we ensure projects deliver both financial returns and positive environmental and social impact.

Recent research highlights a critical success factor: organisations with AI-enabled sustainability initiatives significantly outperform laggards. Leaders report 64% of their teams feel equipped to use AI for sustainability (versus 15% for laggards), 51% have embedded AI-driven sustainability into core strategy (versus 16%), and 45% demonstrate confidence in their data foundations (versus 20%).

The message is clear: AI integration and sustainability outcomes are deeply interconnected. PMOs that embrace both simultaneously position their organisations for long-term resilience.

The Path Forward: Five Imperatives for future-ready PPM

Looking ahead, portfolio management excellence will depend on five critical capabilities:

1. Hybrid PPM models that balance agile execution with structured governance, allowing organisations to move fast without losing strategic alignment

2. AI-powered decision-making that transforms portfolio boards from opinion forums into evidence-based strategy centres

3. PMOs as impact facilitators rather than compliance enforcers, helping teams cut through obstacles and focus on delivering measurable value

4. Sustainability integration as a core criterion in project selection, ensuring portfolios support long-term organisational resilience and ESG commitments

5. Continuous learning loops within portfolio teams, enabling rapid strategy adaptation and value optimisation amid changing market dynamics

A Call to Action for the IPMA Community

The IPMA ecosystem – spanning certification bodies, research initiatives and practitioner communities across continents – plays a vital role in this transformation. Through competency frameworks like the Individual Competence Baseline (ICB), IPMA has long emphasised the importance of strategic alignment, stakeholder engagement and systems thinking.

Now, as AI reshapes our profession, IPMA’s global network becomes even more valuable. We must share experiences, develop new competencies and collectively define what ethical, effective AI-enabled portfolio management looks like in practice.

The future of Project Portfolio Management lies not in choosing between governance and agility, between human judgment and artificial intelligence or between business performance and sustainability. It lies in harmonising these elements into integrated systems that deliver sustainable transformational impact.
