
IPMA Organisational Competence Baseline (IPMA OCB)
Project, programme and portfolio management is a key competence for many organisations. In order to acknowledge and improve this competence, you want to know where you stand, and what the opportunities are. What is your organisation’s competence class? Getting to the highest level should not be the goal for organisation but getting to the right level is! What is the right level for your organisation?
In the IPMA Organisational Competence Baseline, or IPMA OCB, we describe the competences. Now you can assess the organisational competence of your organisation.
The IPMA OCB describes 18 organisational competence elements in 5 groups, as indicated in the picture. These competences are crucial when trying to bridge the gap from mission, vision, strategy to actual tangible results.
The IPMA OCB can be used for self-assessment, for analysis of the current situation. In our experience, using the OCB as a framework and language to start discussions about improvements is very valuable. For PP&PM consultants and coaches, it is a key model to use for understanding the organisation’s competence. The IPMA OCB, together with IPMA ICB and IPMA PEB, forms the basis for IPMA’s Delta certification, about which you can read more here.
The IPMA OCB does not prescribe a method, methodology, or specific process. You can use the competence model in any organisational context, it is not related to a specific field (such as ICT or infrastructure or government or research). In this, it is different from maturity assessment models.
